Three Key Functions of the Disaster Management Initiative

Through the partnership between AVPN and A-PAD, we will provide AVPN members and the wider community with three key functions:

Resource mobilisation and on-the-ground coordination

During and after disasters — connecting local needs, frontline organisations, and available resources.

Advisory for effective disaster support programmes

Providing foundations, corporations and financial institutions with consultation and timely information when they want to support affected communities and frontline organisations. This may also include establishing dedicated funds to enable effective monitoring and ensure that resources are directed to where they can have the greatest impact.

Learning opportunities on disaster response

Creating engagements to learn from practical experiences, good practices, and lessons from disaster response and recovery.

Funders sit on the left. Capital moves left to right through ImpactCollab and A-PAD’s country platforms to vetted local organisations, and reporting comes back along the same path.

Foundations & Corporates

Deploy matching funds or create dedicated thematic funds under the hub; contribute specialised resources (logistics, technology, etc) or employee volunteers.

Private Banking Clients & HNWIs

Channel personal giving spontaneously when disasters strike. Money flows from accounts through AVPN's ImpactCollab trust mechanism to A-PAD, then to vetted on-ground partners.

A-PAD

Acts as the credible 'Field Coordinator'. Screens local implementers, establishes credibility, and provides full transparency, reporting, and advisory services to donors.

AVPN

Bridges 700+ institutional funders and private banking advisors & HNWIs in the Asia-Pacific region with A-PAD's field-ready disaster response ecosystem.

What “vetted” means here

Recipients are onboarded onto ImpactCollab before any funding is routed to them. That process establishes four things:

Legal and governance standing

Registration, a functioning governing body, and a governance score against AVPN's Governance Maturity Framework.

Financial and operational capacity

Whether the organisation can absorb and account for funding at the scale proposed — assessed through the due-diligence application, not assumed from its size.

Track record and local presence

Demonstrated delivery in the communities concerned, rather than a project office opened after the event.

Compliance screening

Board members screened against sanctions, watchlist and adverse-media sources (sanctions.io and LSEG World-Check One), with continuous monitoring available where a funder requires it.

This sits on top of A-PAD’s country platforms, whose partners hold standing relationships in disaster-prone communities rather than arriving with the response.
